4: Honduras is working on the charter city of Prospera, a "semi-autonomous" "hub for sustainable economic development" on the island of Roatan. See their goals here - eg it takes 17 steps, 32 days, and $12,000 to get a business permit elsewhere in Honduras, but should take only one step, one day, and $200 to get it in Prospera. Some locals seem skeptical and concerned, though the project denies it will use eminent domain.

The layout is supposedly based on brain coral, but is this really the best way to lay design a seastead? Does this pattern really maximize the ease of getting from Point A to Point B? If you like tropical paradises and are incredibly optimistic, you can buy a house in the Floating City here, prices seem to be $150-250K. This is not the long-awaited dream of the libertarian seastead; the whole city will be firmly anchored in Maldives, both physically and legally. But if it works, it’s a proof of concept that libertarians may be able to build on later. Elsewhere In Model Cities 1: Prospera now hosts the drone delivery service Aerialoop, which will eventually transport cargo from their Roatan Island hub to various outposts on the mainland; you can find more information here. Their long-term plans include eventually following this up with passenger drones. The Honduras Supreme Court has declared charter cities, including Prospera, unconstitutional.

Prospera’s lawyers objected, saying that the court is not allowed to make ex post facto rulings. But arguing that the Supreme Court is misinterpreting the Constitution seems like a losing battle - even if you’re right, who do you appeal to?
So the city is pursuing a two-pronged strategy. The first prong is waiting. Prospera is a collection of buildings and people. The buildings can stay standing, the people can still live there - they just have to follow regular Honduran law, rather than the investment-friendly charter they previously used. There’s another election in November, which the socialists are expected to lose. Prospera hopes the conservatives will come in, take control of the Supreme Court again, and then they’ll say whoops, messed it up again, charter cities are constitutional after all.
