And who among us, having had the dream, hasn't entered into multi-year negotiations with the government of Honduras? Taken advantage of a clause in the Honduras-Kuwait Treaty Of Reciprocal Investment guaranteeing them their right to pursue their vision unmolested? Raised millions in venture capital and bought land on a Caribbean island to turn it into a reality?
Próspera says they are “guaranteed by international treaty”. The particular treaty involved is the Honduras-Kuwait Treaty For Reciprocal Investment (link in Spanish), in which I think Honduras tells Kuwait that they should feel comfortable investing in ZEDEs because Honduras promises not to get rid of them for 50 years. I don’t have anywhere near the understanding of international law I would need to know if this is actually binding. Could a future ZEDE-hostile Honduran Congress repeal this treaty? Would that damage their international reputation? Precipitate the Great Honduras-Kuwait War Of 2036?

But it can’t all be cultural adaptation, can it? Look at Bangkok in the figure above. They start getting excess cold-weather mortality at around 27C (81F). Grant that they have no adaptation for cold weather at all and none of their houses have heating and whatever. They still should be doing fine at 81F! A study from Kuwait finds that the Kuwaitis start getting increased mortality when the temperature gets below 35C (95F). It doesn’t matter how unprepared you are, that temperature shouldn’t kill you.
The only logical explanation is that this is an artifact of mortality being higher in the winter. In Kuwait, temperatures below 35C/95F mean you’re in the winter half of the year.

I was somewhat disturbed reading how many normal Muslims Dean interacted with were on board with all of this in theory. Dean comes from a nice urban middle-class family in Saudi Arabia, and several of his relatives joined the jihad at various points, and all other relatives supported that. His neighborhood Islamic study group, that I imagine as the equivalent of Sunday School, was all in favor of very radical interpretations. Some Muslim communities Dean interacted with in London were even more radical than the ones he grew up with, constantly preaching about Hellfire and the only sure way to avoid it. On a plane from Kuwait to the Philippines, a flight attendant figured out they were traveling to join the jihad, but didn’t turn them in, but instead introduced them to the captain of the plane, because they were both proud supporters of the jihad. People did successful door-to-door fundraising for jihadist causes in Kuwait. Everyone was on board, it was just that not that many took the implications as seriously as Dean.
