It explicitly disavows explanations that lean too heavily on some populations being better (smarter, harder working, etc) than others, or on narratives of colonial exploitation - sorry if you were looking for anything too juicy. Given its brevity, it can only gesture at justifications for this choice. It's skeptical of the Protestant work ethic because, however much it matched experience in 18-whatever, today "Catholic Italy [is richer than] Protestant Britain" (is this true? Britain has higher GDP today, but Italy was higher when this book was written) It's skeptical of ideas that some countries are "traditionalist" and resistant to change because of [long list of those countries adopting various profitable innovations] - for example African farmers now mostly grow more productive New World crops (but couldn't countries be willing to change in some ways but traditionalist in others?). The reluctance to invoke colonialism too heavily is even less well-explained, but I think it relies on differences between never-colonized countries - for example, Russia and the Ottomans lagged behind the West in much the same way as Asia and Latin America, and even Austria lagged Britain (GEH:VSI does talk about particular problems with colonial policies when they come up, as part of its general policy survey). Overall I think of these exclusions more as a commitment to a paradigm: what would it look like to pursue a project of understanding global economic history without invoking either of these tempting but curiosity-stopping explanations?

But in their own minds, they are proud steppe nomads. And they keep the language of the steppe nomads alive, a strange non-Indo-European language with lots of SZ's and ZS's. In their own mind, they are an orphan people, Asiatic horselords surrounded on all sides by hostile Europeans who are probably snickering behind their back at their uncouth ways and unpronounceable letter combinations. Sometimes this contempt turned violent; Hungary has been conquered and occupied by Ottomans, Austrians, and Russians. The worst insult was the 1920 Treaty of Trianon, when the victorious Allied Powers stripped away 2/3s of Hungarian territory in retaliation for its WWI loss, the ceded land going primarily to Slovakia, Romania, and Yugoslavia. Hungarians have never forgotten this humiliation, but through the long Soviet occupation there wasn't much to do but let it fester.
The main claim I hear is about his demographic strategy. Hungary has a fertility problem. They started with the usual developed-country drop in fertility rates, plus some extra for being a post-communist state. Then when they joined the EU, 500,000 Hungarians emigrated to richer countries like Austria and Germany. Now they have about 10% lower population than in the 1980s. They’re not going to make it up with immigration, so they need some other solution.
…except that if you look back to the first graph you’ll notice Hungary was in a big slump in 2010 and got a bonus just by regressing to the mean (also, what is going on in Austria)?

Also, Canada now pays the average price paid by France, Germany, Italy, Sweden, UK, and Switzerland. But Switzerland pays the average price of Austria, Belgium, Denmark, Finland, France, Germany, Sweden, UK, and Netherlands. The Netherlands pays the average price of Belgium, Germany, France, and the UK. And France says they pay the average price of “neighboring countries”. I hope someone has checked over the causal graph to make sure there aren’t any contradictions or infinite loops.

[After the assassination] Austria-Hungary issued an ultimatum: Unless Serbia met ten conditions aimed at suppressing the “subversive movement” behind the assassinations, there would be war. Serbia acceded to all but the second part of the sixth condition, which insisted that Austria-Hungary participate directly in the investigation of the assassination. This demand was unacceptable, Serbia explained, because its constitution did not permit a foreign power to participate in an internal investigation. Nine and a half out of ten was not good enough. (Chapter 5)
It would be hard to overemphasize the importance of the League’s acceptance of the Stimson Doctrine. By February 1933, the vast majority of states had joined the League—including the defeated Central Powers of Austria, Germany, Turkey, and Bulgaria. By accepting the Stimson Doctrine, a policy proposed by the nonmember United States, the members of the League had renounced the most ancient right of sovereignty: the right of conquest. (Chapter 7)

That still leaves one mystery: why Hungary? There were Jews all over Europe. Although most of the weird overachievement comes from Ashkenazi Jews in particular - those from Eastern Europe - there were Ashkenazim in Germany, Austria, Hungary, Poland, Russia, Ukraine, the Baltics, etc. So why Hungary?
The family patriarch was Max von Neumann, an extraordinarily successful lawyer - he made so much money that the Emperor of Austria-Hungary ennobled him for service to the national economy. Every night, Max would gather John and his two brothers around the dinner table. First, he would discuss his own day - the cases he had argued, the financial deals he had negotiated., any problems that had been on his mind. Then the children would present on what they had been reading about. The whole von Neumann family - father Max, mother Margit, and the three sons - would have protracted arguments on Henrich Heine’s poetry, or the trajectory of anti-Semitism in Europe, or the paradoxes of God’s omnipotence. Sometimes leading intellectuals would attend and join in, lured by Max’s continually growing wealth and reputation. One frequent guest was Rudolf Ortvay, director of Budapest’s Theoretical Physics Institute. Another was Sandor Ferenczi, a student of Sigmund Freud working on bringing the recently-founded psychoanalytic movement to Hungary. John’s brother Nicholas wrote an account of these sessions, including slightly strained accounts of how they might have influenced John’s future development. For example, one of Max’s most important deals was buying an automated loom company; as a result, the whole family picked up expertise in loom technology. The looms of the time were controlled by inserting punch cards, later to become a standard in digital computing (though not AFAICT through von Neumann’s influence in particular).
Berlin street scene. World War I: man at corner yelling repeatedly: “The Kaiser is an idiot!” Out of nowhere two police agents appear and arrest him for high treason. “But I was referring to the Austrian Kaiser, not to our Kaiser.” “You can't fool us! We know who the idiot is.”

Adolf Hitler was born in 1889 in the town of Braunau am Inn in Austria on the German border to Alois and Klara Hitler4. The family came from peasant ancestry, but had settled into a bourgeois existence through the civil service: Alois was a customs official.
Hitler was developing more than just his abhorrent racial ideology during his time in Vienna. Although still apparently intending to be some kind of artist, he was already perfecting his political playbook by observing the successes and failures of the Austrian political parties. He invented theories about what let the dominant parties win and what made the lesser parties lose. He even put into practice his ideas about the importance of oratory:
Though refraining from actual participation in Austrian party politics, young Hitler already was beginning to practice his oratory on the audiences which he found in Vienna’s flophouses, soup kitchens and on its street corners. It was to develop into a talent (as this author, who later was to listen to scores of his most important speeches can testify) more formidable than any other in Germany between the wars, and it was to contribute in large measure to his astounding success.
